Depends on what else you have. If you want to make sure it is accurate, get the info how much your damage the proc is supposed to do, (for this you have to run a quicksim on raidbots and then look into the html report, at least this is the quickest way I found) and then compare to what it actually does on a dummy. If the percentages line up roughly, you can assume the sim to be accurate. If the sim predicts 12% and you see 3, you should assume that they forgot the penalty.
