    CPU: What you asked for.
    Cooler: Beast mode air cooler.
Ram: 16gb from a reputable brand. Should be short enough to get under your cooler. Color matches your mobo.
Mobo: Midrange board with the features you need from a very reputable brand. Will allow OCing as requested.
SSD: 525gb M.2 SSD from a reputable brand. Not the fastest SSD in the history of the world but in 99% of use cases no one will notice.
PSU: A great brand. This one is fully modular and gold rated efficiency for whatever that's worth to you. You didn't mention a PSU so if you don't need it you can ignore.

    Under budget.

Didn't suggest a case as those are so subjective and you didn't mention needing one. If you need one I would suggest looking at Fractal Design, NZXT or Phanteks. Find one that's ATX size that looks good to you.
I sat alone in the dark one night, tuning in by remote.
I found a preacher who spoke of the light, but there was Brimstone in his throat.
He'd show me the way, according to him, in return for my personal check.
I flipped my channel back to CNN and lit another cigarette.

Crucial MX500 is out no need for the MX300 since the MX500 is cheaper.

Maybe the 550W is a bit weak if he wants to OC and Upgrade his GPU in the future.
    I would go with 650W.

You get a Win 10 Key at Kinguin or a similar Keyshop for 30-40$.

I choose a Black/Red Setup. If you dont care about color you can go for cheaper RAM.
If you want to OC abit more get the Dark Rock 3.
