is there a way to see enemy health bars all the time, without the need of hiting them so i can finish targets more effectively ?

Nope, the only other way is relying on your teammates to make a call when someone's low health.

If Sombra Hacks or EMPs them, you'll be able to see their health bars. Otherwise, no you have to deliver damage yourself.
