I just want to get some opinion on the build and if its the best combination of components. I still have $250 in the budget.
Is this water cooler the best option for this build or should I go air?

    Thank You!!!

Corsair H150i is a better cooler, if your case can fit it.

Go with a good Seasonic PSU and i would pick a good air cooler over a AiO cooler.
Maybe put some money into a good keyboard and mouse, also speaker, headset, amp or lightning could be improved if you lack some RGB in your life.
