Weird problem

When I'm playing my FPS sometimes drops down to like 1-20 from 144 and my mouse starts acting weird, even pulling it across the pad won't move it more than maybe 3 cm on the screen when this happens. Usually I have to restart the computer to resolve the problem.

I've got a 6800k OC'd to 4.5 ghz, 2x 1080 TI, 32 gb ram. Any idea of what could be causing this?

I had this happen and it was shadowplay turning itself on after I accidentally didn't unhighlight the box when I updated my graphics drivers.

So it could be that or something similar.
