the moment you race change, you become ineligible for heritage armor. It's one of the 3 they noted on twitter.
Other 2 are granted levels via RAF and using a boost.
No, this does not work. You have to level a new character from 20-110. Or you will not get the armor.
You have to level it from level 1 (20) without boost, receiving levels or race change of any kind to be able to earn the heritage armor.
Granted level will remove the ability to get heritage armor, as does any other way to skipping pure 20-110 leveling.
So that’s why the Xp boost pots have been disappearing.

You have to start at 20, and use nothing else than heirloom and ingame xp-buffs(Darkmoon Faire etc)
Easy way to explain this is thinking like this:
If you start your level 20 allied race you get a hidden buff. If you level it to 110 without any help, the buff will stay on that character and make it eligible for the Heritage Armor.
If you race-change your 109 the buff will never appear. Or if you start a level 20 Allied race, level to 30, it will still have the buff. But if you then do any kind of granted level(like Recruit-a-friend) that hidden buff goes away, making that character ineligible for Heritage Armor.
