How do I start the Highmountain story quest with a boosted 110? There does not seem to be any quests available?

The quest starts in the new embassy in the old goblin slums, in case you didn't know.
Are you exalted with the highmountain tribe? Have you finished the highmountain zone questchain? If no to either, go do that, then try again. (They're account bound)
