Earthen, dark iron, and the regular are visually and culturally distinct, where as a high elf differs less from a blood elf than a Wildhammer from a Bronzebeard. Yet, if you want a Wildhammer, the regular dwarf has visual options for that. It's the same with high elf, both blood elves and void elves can select visual choices that represent your ordinary elf. That's why it's unlikely high elves would be added as their own option. Void elves themselves were conjured because Blizz caved and gave Alliance their own Thalassians, but still wanted their faction to be distinguishable from Horde's blood elves.
Now you see it. Now you don't.
But was where Dalaran?
This game makes up distinctions up on the fly. Before BFA Kultirans were guys in green tabards. Before MoP Zandalari were just regular darkspear. I've never understood why its so hard to imagine similar stuff being done for high elves, whether to lean more into the unruly ranger aesthetic, the military attitude of the silver covenant or get creative with their close links to the wildhammer and the highlands.
But even then I don't think its as important as people make out, what exactly are the vast cultural differences between most allied races? Most of them are just the same as the base race, either with the same fantasy radically enhanced (Lightforged, Mechagnomes) or practically indistinguishable (Highmountain).
Is it unlikely now? Totally. But the arguments have never made sense. I wish people would just admit its down to personal taste rather than trying to come up with a litany of convoluted, imagined rulesets for what the game can and can't add. Cause its clear blizz just does whatever fits the moment.

If we ever get High Elves. They'll be character customization options for both Blood Elves and Void Elves. I want to see more Character customization options in Midnight.
This still going on? Have you people lost your minds? We have belfs, we have Velfs who can look exactly like belfs. What the hell is the point of helfs now? And this stuff about a neutral Horde city, another stupid ass thing. Why the hell would they gut a Horde city? Cause you want them to? What if the Horde players don't want it to go that way?

Y'see, this is the worst way to handle high elves because their entire post-WCIII identity is heavily predicated on their displaced status and existing redeemed but fractured in the wake of their old culture's destruction. Just reuniting them with the blood elves is a terrible idea, as is neutral Silvermoon. Let the blood elves be blood elves and high elves be high elves.

No, it should be the home of zero high elven cultures. It should be the home of the blood elves, who are a distinct culture now. You could and should have high elves in Quel'Danil or Allerian Stronghold, but they shouldn't be in Silvermoon. Blood elves shouldn't be red high elves and high elves shouldn't be blue blood elves.

Red high elves is literally what the blood elves have been since Warcraft 3. Sorry the helfer thing took 20 years for some of you to get it.

There was no single elf messiah who taught humans magic. It was a deal where the elves would teach 100 humans the basics of magic in exchange of human unga-bunga against troll unga-bunga in the troll wars.
To the elves' complete shock, the humans turned out to be adept at arcane magic.
