Kalecgos does not really have a unique model. His model is a standard Stormwind human model. The only thing unique about his model is the 3d elements of his outfit, his blue hair (which is a standard human player hairstyle option), and his face texture which has not weathered the years well and could really do with an up res.
There is no unique Half-Elf model in the game yet but I do hope Blizzard adds one someday. Right now of the three Half-Elves we have in game, two use the Human model (Alodi and Kalec) and one uses the Blood Elf model (Arator). It would be nice for them all to get a uniquely Half-Elven model that is a true amalgamation of human and Thalassian elf aesthetics.

While I am happy that my High Elves will be able to look closer to how I envision them, I truly hope this serves to move Void Elf and High Elf lore forward, maybe as an united entity instead as two separate groups of thalassian exiles.
Void Elves, when first introduced at Blizzcon '17, had so much potential in my mind to be the new path of High Elves in the alliance; indeed, with Alleria's journey in Argus, it felt like the perfect set up for the new chapter for High Elves. Instead, we got a previously unmentioned group of Blood Elven exiles. It was pretty frustrating to see such a good opportunity, wasted.
So I really, really hope this is the first step of a new route for the Void Elves and High Elves as one political entity, closer to what the Void Elves should have been since the beginning.

Kalecgos' model doesn't actually share the same wireframe ID as the standard Human model - while the rig may well be based on it, it didn't update alongside the Human models in WoD and has remained the same since it was first shown in TBC (in Magister's Terrace). At the time of TBC it was pretty advanced, but it's become degraded a great deal since the WoD model upgrades.

Unfortunately, Shadowlands is shaping up to be pretty thin on Azerothian/mortal lore.
Maybe we can get something from the Shadows Rising book, but I won't hold my breath. The Alliance feels tackled on that plot and I think we will just get Alleria/Sylvanas exposition, with very little done for the void/high elves.

I concede that his model is not identical to the player Human model then, but I stand by the fact that it appears nearly identical in appearance to a standard human with no real indication of elven ancestry. Would I be correct in assuming Alodi's model is the standard human wireframe since it was added more recently?
I'd argue Blood Elves are more High Elven than Void Elves - given what happened to the Void Elves. Technically they're both high elves, sure, but I can asure you that Blizzard will never have a Blood Elf or Void Elf NPC say they are a "High Elf".
I tend to show people an edited version of that kid asking if they can finally be a family again and the mother just says "If only you didn't have your father's horse teeth..."
