I think the leggos felt the most legendary when a few folks server wide could get them i.e. Thunderfury/Sulfuras, due to the amount of work and resources needed to acquire them.
Also, those classes that didn't get the leggos designed for them, didn't feel snubbed. There wasn't any huge outcry at the time (from what I remember) since leggos were so rare.
MoP capes changed that and I think that's when leggos started feeling a little welfare....but still had some epicness to it due to the quest etc.
I didn't finish through WoD so I can't comment on the ring leggos.
Legion's version of legendaries have soured a lot of people's views on them. I'ts lost its legendary feel to them.
My take on this is that there will be no legendaries in BfA.
The expansion after BfA, they'll introduce back leggos as a 'new' feature.
Blizz's pattern is remove features then reintroduce them later i.e. class abilities and pruning and now bringing back 'class identity' aka we pruned too much...
