Why Can't NA and EU Regions Have Skeleton Related Content?

I never understood why League can't just do what Blizzard does and Censor human remains in China only? Why does Chinese Censorship have to affect the decisions for the rest of the regions? Is Tencent just being selfish, and threatening to pull the game from China if any region is caught with skeletons? Or is it something else prevent a skeletal hero or skin from being released in regions where it's ok? I mean if Blizzard can give the EU and NA regions all the skulls they could want, what's stopping League from doing it? Does Tencent actually prevent it for everyone? Or just China Specifically? And if so, why? What's different about this situation from Blizzard?
