Read it in all it's mediocre glory.
So no expansion this year given this statement but near the end of the year might get a FP or two that leads us into an expansion like SoR had.

May through June there is nothing but an old credit sink event.
To get us through the summer we get some QoL updates and a push for PVP.
While a PvP update is needed, PvP is always a lesser played part of swtor. No PvE/story content at all for the entire summer (July through Sept.) doesn't seem a smart move at all. PvP needs the update but thats a lot of time with no solo or new group content or story in PvE which is easily the larger population swtor has between the two through a time when people have lesser amount of school and work given vacations.
Again to much reliance on extremely old content to hold the larger population of the games players.
I'm not very impressed with that road map.
TL : DR:
Through the next few months even more galactic command, conquest and guild changes with some QoL changes.
May - Cash shop sales because of the Solo movie and the old credit sink casino event.
June - nothing but the casino event.
July - 2 WZs (Arena + Huttbal) and Rishi Stronghold thats PVP based
August - nothing
September - Not likely anything unless first of maybe two FPs
October - December - prelude to 6.0 similar to SoR with flash points most likely but they clearly say, "At the end of the year" so Nov/Dec is more possible than Sept.
what a weak 2018 swtor is going to have if that is all they do. As bad as 2017 was with little new content, a complete year of nerfs to nearly every class and they could only pull off one complete operation of 5 bosses in 13 months.
bioware was not kidding when they said 2018 would be like 2017 and 2017 was not something to repeat.
