BFA Artifact transmog question?

About a year ago, I unlocked the hidden Retribution artifact skin on my Tauren Paladin. But ever since Lightforged Draenei were released, I decided to create a new Paladin and start over. i didn't race change, namely because I wanted to unlock the Heritage armor.
Now, my question is: When the next expansion goes live, will the skins I have unlocked on my Tauren Pally be available on my LF Draenei Pally? I'm hoping I don't have to go through the tedious grind of fishing for hours in Thondroril River again.

I would think since the weapon isn't faction specific you should be able to mog it. It's only class specific.
