Mark of Prey and War Mode

Hello guys,

I have recently finished one of the falcosaur questlines which unlocks the Talons Vengeance reputation. I began today, but when i activate the Talon in Non-War-Mode im not going hostile to anyone, but i am in war mode. I have done both in the Falcosaur world quests. Can anyone confirm this or was i just unlucky?

I've been farming Marks of Prey on a character that does not have war mode on, and I've been going hostile just fine. It does remove the buff if you leave the area (or the quest ceases being active), so that's the only thing I can think of outside of a weird bug.
