What should my honor level be if I've got 250k hk's

Recently got <Bloodthirsty> so probably not that far past 250k, my honor level is only at 66 which seems pretty low considering I've seen people with honor levels of 200+
Psure I've logged on all my main characters that I've pvp'd with?

You got a lot of HKs before honor levels were implemented. On top of that, getting kills give trash for honor.

With this expansion focusing on Wpvp, I would like to see wpvp kills giving a significant amount of honor.

Any honor you've gained prior to Legion is not calculated in the new honor level system, so that's why you're low.

(Honor+Prestige levels) from Legion got converted to (Account Honor levels) in BFA

any honor previous to legion doesnt count, so you cant really compare hk to honor

yea it's only the honor earned in legion,

i also finished bloodthirsty some months ago and i got level 120ish
