Brutal Slash Tooltip

Tooltip states 986 physical damage. Actual is like %50 of attack power. On dummy hits for 598-600/each target for a 245 ilv geared feral with 1274 agility/attack power ( no buffs whatsoever) and %8 versatility. Well come to think of it its even less than %50 of attack power. (%47 to be more specific) Is the tooltip wrong or am I missing something?

Armor is the answer

Every creature have armor (including dummies) so you have to count that into equation

I might be wrong, but I thing it's somewhere betweem 20-25% armor reduction or something like that
