The cinematic should be decrypted on the first Uunat kill (if there is one).

I think Anduin and Sylvanas talking about the events after you do the quest are supposed to take the place of the cinematic.

They said "next week", not "next Tuesday" and a week has 7 days, 5 of which are after Tuesday. They can release the PTR at 23:59 on Sunday without breaking their promise.
