I recommend simply doing your thing get gear whether its raiding, m+, wq's, etc. and simming new pieces since it's highly unlikely you'll get BIS maxed ilvl pieces.
Short answer: There is none.
Long answer: In times of tf,wf and m+ azerite pieces only dropping in weekly chests you can only look at sim charts of the specific azerite traits like herodamage or bloodmallet. The statweights are often really close or different azerite pieces favor different stats that a simple bis list is not really possible.
Dying could endanger your health!
no point to bother with it
loot is so volatile right now that there is no point in a bis list.
the only thing that are important are trinkets and azerite traits.
welcome to BFA - you will need to sim every single piece of loot you get in order to determine if it's an upgrade, enjoy your stay!
Bloodmallet will give you an indication for trinkets and azerite traits

Otherwise like others pointed out there isn't really a good way to maintain a bis list for gear now.
Use the output from simc add-on in raidbots to generate a pawn string for your stat weights and keep it updated.
Stat weights can shift around quite a bit when you replace gear.
Also tend to be very different for patchwerk or heavycleave when you sim them.
It's easy to do tho.
