Blizzard makes both games, so they have rights over their own creative properties and re-use them because they want to.

Heroes of the Storm displays heroes from other of Blizzard's franchises, among them, World of Warcraft. Each here has had their spotlight or moment of memory that they are selected for HotS.

Last i looked, you mostly only get a single ability at level 10. Besides, you have to level up your character every time you start the game. Originally Posted by Sesto

Wow is the universe the characters are from. Heroes of the storm is basically a bunch of people sitting down and trying to decide: Who would win in a fight between Kerrigan, Gazlowe, Diablo and Varian, Tracer, Butcher.
For the Alliance, and for Azeroth!
