It gives bonus secondary stats (haste, crit, mastery, verse) based on your highest stat. 1150 Haste rating means more haste.
The value of the bonus goes up each week that you manage to kill 3 bosses in any difficulty.
Yes, you want it as a healer.

Edit : Just noticed you were talking about Reorigination array, sorry didn't understand clearly.
For Reorigination array, you only need 1 in your gear, no need to stack 3 of them.
It gives you a buff that increase each week you kill at least 3 bosses.
You can see the number of your buff when you have the trait active inside Uldir, it goes from 1 to 10.
it can give you around 1000 (if I'm not mistaken) haste / Crit / mastery / vers (highest one is selected) with the 10 buff (10 weeks).

reoriginnation array is our best trait for raiding in Uldir. It will be worthless in Zuldazzar however. It's basically how Blizzard would let nerf bosses/increase stats of players after so many weeks as a catchup mechanic for those still struggling.
Also make sure your preffered secondary stat (crit for example) is higher than the others so you are making the most out of this trait. This is easiest to accomplish with ring enchants.
