Looks like a fake.
But if it's true: Why every rog spec has to have DOT? I don't want it in Outlaw.

I wonder where something like that could have been found, but I would welcome this for Outlaw. Even if it wasn't a dps increase to use it, it still would have its place when you have downtime or want to keep a stealther dotted in pvp.
