Question Idea for PC Build (1920x1080)

Hey there folks of MMO Champion !
Right now i'm searching a build idea for a new rig for my sister. Currently she is playing on a old system which is coming to its limits so its time for a new one. Main goal of the new system is to run current games on high with a resolution of 1920x1080 and also allow playing coming games. Well...atleast if they are not to crazy.

I know that the request is nothing super crazy but everytime i start pickping parts i get lost when it comes down to manufactors. For the build i got the following requests:
    Budget: ~1400€
    Resolution: 1920x1080
    Games / Settings Desired: Wow(High), ARK(High), Skyrim(High), The Witcher 3(High), Sea of thieves(High)
Any other intensive software or special things you do (Frequent video encoding, 3D modeling, etc): No
    Country: Germany
Parts that can be reused: None
Do you need an OS?: Yes
Do you need peripherals (e.g. monitor, mouse, keyboard, speakers, etc)?: No
For the processor i would prefer a intel core, and for the gpu a nvidia. Also i would like a pretty silent system so no need for fancy led lights.

Like i said it's a pretty 'standart' system, still i hope that you can help me. Thanks in advance.
    (Sorry for my bad english)

You specifically said you wanted it to be quiet, so I went with a stupidly over-powered cooler for the CPU. The NH-D15 will keep the 8400 cool basically without even turning the fan(s). You could drop down to a Hyper 212 EVO at ~30 euro without any issues
Went with a Z-series board rather than B-series because it lets you take advantage of the faster RAM. But it's only about 40 euro total saved going with
Motherboard: MSI - B360 GAMING PLUS ATX LGA1151 Motherboard (€93.89 @ Amazon Deutschland)
    Memory: Corsair - Vengeance LPX 16 GB (2 x 8 GB) DDR4-2666 Memory (€122.11 @ Amazon Deutschland)
    rather than what I suggested

For GPU: a 1060 will do just fine in 1080p60 gaming, but you could up it to a 1070/1070ti for a bit more future proofing.
Case, just go with whatever you think is pretty that has some noise dampening foam. Be Quiet! has some nice stuff, Cooler Master also has their Silencio line-up, without windows if you're more into that.

CPU: Intel as requested. 6x physical cores. This will handle any game you throw at it perfectly fine.
CPU Cooler: Noctua tower cooler. Will be quiet and allow some overclocking.
Mobo: Cheap motherboard from a good brand with everything you need and nothing you don't. Allows overclocking if you care and a z390 to avoid any bios issues.
    RAM: 16gb of 3200mhz. Yup.
SSD: 500gb of SSD storage for OS / several primary games.
    HDD: 2TB for mass storage.
GPU: Nvidia as requested. Good brand. 1070 will smash 1080p gaming. High / Ultra at 60 FPS.
CASE: You want silent then you want be quiet. Shh...
PSU: Seasonic is a good reliable brand. Modular for ease of installation. 650w is more than enough and it's gold rated if you care.
OS: Windows 10 license. You can get this significantly cheaper going to the grey market... Might want to look into that.

I want to be clear I tried to go with the "best your budget can buy." You can get 95% of the performance for about 50% of the price if you really need to save some cash.
I sat alone in the dark one night, tuning in by remote.
I found a preacher who spoke of the light, but there was Brimstone in his throat.
He'd show me the way, according to him, in return for my personal check.
I flipped my channel back to CNN and lit another cigarette.

Thank you for both suggestions. @ovm33
You said "You can get 95% of the performance for about 50% of the price...".
What parts would change ? Maybe you can post another rig setup which includes the changes ?

You cant built a PC for 700€ that matches the performance of the i5 9600k and GTX 1070 Setup.
You could go AMD Ryzen and go for a cheap GTX 1060 6GB then you got a nice 1080p Gaming PC for around 800€.

I also would get the Win 10 over a Keyshop like MMOGA for 15€.
