haste against current target?

sorry if this is a stupid question, but i could not find any useful information on this:

in my character screen i have two values for haste when looking at the stat, one saying "against current target"

what does that mean?
it is the only stat that has this line next to it, and it does not change with haste buffs like weapon enchant or trinket proccs.

It doesn't mean anything.

The line belongs with defensive stats, it showing for haste is a display error.

It wouldn't work anyway, since rain type spells(e.g. Blizzard) are largely cast on the ground, not on a target.

I've noticed this when my target is legacy raid boss.
Like 20% haste and 43 % against the legacy target

Legacy raids (and I think dungeons) up until Mists have that buff they added when they did the first (and maybe 2nd) stat squish so I'm wondering if it's showing that unintentionally.

All mobs from old content take extra damage and deal less. Not just in instances.

Just try out the target dummies in Org/SW.
