Wasn't the requirements for King's rest and Siege of boralus removed in 8.1?

You've never needed it. The Siege one is just for Jaina.

Yeah so you dont need to.
Since launch once you unlocked it for one faction, all toons on that faction can access those dungeons.
...awkward.
