How to deal with it? what is the desirable haste % you should seek?

going a heroic first time yesterday and i feel this is a problem i can't ignore anymore, any tips? i was going dreadnought for a non-rage more cool down

Well, you should literally never play with dreadnought. Anger Management is the only thing that keeps arms working properly.

Charge weaving is the best way to handle rage starving.
