Is Master of Elements broken?

Anyone else noticing that Master of Elements does sometimes not proc when casting lava burst? the other 2 elemental shamans in my raid have not seen/had the issue, but for some reason it has happened to me multiple times.. I've reloaded/re-logged and the buff is still does not proc after casting lava burst

silly that its not fixed yet -- didn't even notice till about 13 pulls into Mythic Opuelence
