my guess would be a week after the final LFR wing is released. two at the most. reasoning is that it means that everyone has finished the raid, or at least had the opportunity to finish the raid and so story-wise it makes sense now for the patch to hit and the allied races to be available
At the rate BfA is timegating content, They'll probably come up with Season 1 of 8.1.5 on March

3rd wing opens on the 26th, a week or two later puts it at 5th or 12th March. Which is probably a somewhat accurate guess

Yeah they should just open LFR all at once. I guess they want to encourage people to do normal though which is why it’s gated.

Early March to coincide with FFXIV's 4.5 Part 2 patch, is my wager, considering the two have been (coincidentally or not) close on releases since Legion.
edit: I also expect 8.2 to hit in early July to coincide with the Shadowbringers expansion launch.
