upgraded troop barracks?

On my 7th legion ship in boralus, my mission report has been telling me that I should construct a larger barracks for my army, increasing the maximum number of troops I can house by 2. I have looked around the ship, can't find any option to do that. What am I missing?

ahh, okay, so the mission report is just informing me that this option has completed it's "research", I thought maybe after it was finished researching I had to go actually find a way to build the barracks.

No, you can just recruit 2 more troops from Shaw now.
