Like any end boss fight, you need to have 5 phases. I'd make it something like this.

    Phase 1 - War Council

This phase is mostly about the Blight mechanic. It's a simple void zone, and ties in to the first intermission. Players who come into contact with it without Plaguebringer gear are slowed by 50% and lose a % of their max health per second for 30 seconds. With the gear, only a minor stacking 2m Nature DoT is applied. Players can also move enemy bosses into the Blight to apply this minor debuff.

    • You fight a council of Sylvanas' high ranking lieutenants, three bosses.
    • One boss is a Dark Ranger. Fires shadow arrows at random people, rooting them in place. Also has a frontal cone that needs to be dodged.
    • Second boss is a mounted general. This guy hits extremely hard and commands batriders and war machines to his will. Batriders will drop Blight void zones on random ranged players from above, and War Machines will also fire explosive projectiles at random players. Killing War Machines outside of Blight zones will drop Plaguebringer gear.
    • Third boss is a Plaguebringer (or Alchemist of some kind). This guy throws barrels of Plague at random players. When destroyed by players, creates a void zone of Blight for the rest of P1. If the barrel is destroyed by Dark Rangers, Batriders, or War Machines, the barrel explodes violently and applies Blight to the whole raid. Has a tank swap mechanic. Applies a Plague debuff that can be dispelled, leaving a patch of Blight in its wake.

Intermission 1 - Revived War Council

Sylvanas' valkyrie revives her War Council, but they come back as enraged, mindless undead that need to be kited with slows and knockbacks only. They all inflict a very strong Plague Aura which is stacking raid-wide AoE damage. Their health slowly drains on their own and they are immune to player damage. The magnitude of Plague Aura is reduced depending on how many stacks of Blight you applied to them while alive. The goal is to survive this onslaught until they die on their own and P2 begins.

    Phase 2 - Enter Nathanos

In this phase, both Sylvanas and Nathanos enter the fight. I'm not so sure how to make this phase super interesting though.

    • In true fanservice style, Sylvanas will cast a bunch of abilities we've seen in HotS. So AoE silences, black arrows, etc.
    • Nathanos will spend most of his time casting Marksmanship-style abilities. Aimed shots which do 2x damage against >80% or <20% health players. Rapid fire at random targets. Trick shots that splash onto the raid when they're stacked.
    • Sylvanas and Nathanos will alternate with summoning minions. Nathanos will summon hordes of plague dogs that apply Blight in a 5 yard radius upon death. These are like Zul Crawgs, and will detonate on their own if not nuked fast enough. Sylvanas will summon banshees that heal Sylvanas and Nathanos, fear people, nuke people. They're spread out and have tons of health.
    • From the plague dogs and Batriders, Blight zones will still periodically appear.

Intermission 2 - Nathanos' Last Stand
Sylvanas' valkyrie raises Nathanos. Similar to Intermission 1, except you don't run away from him. Nathanos anchors himself in the middle of the room and casts Wailing Dread until he dies (after ~1 mins). This is stacking raid-wide AoE damage. Many void zones gradually spawn as this intermission goes on. He summons a Gargantuan Abomination that needs to be tanked and nuked down by the raid ASAP. The Abomination has a Stitches-like mechanic with void zone that kills the player at 10 stacks of the debuff. Throwback to Naxx: he slams second-highest threat target with big hits.

Phase 3 - Rise of the Banshee

Sylvanas transforms into that cool Banshee thing (like from the BFA Lordaeron cinematic) and goes apeshit on everyone. In this phase, Blight void zones gradually fill the arena and act as a soft enrage. I dunno how this phase would work. I've spent way too long writing this and need to work.

    Mythic
The mythic mechanic is Possession and persists for the whole encounter. Sylvanas gradually charms people in the raid, until half the raid is charmed. Through the power of um... Azerite?... players can still attack the bosses though. However, after a while, half of the raid is hostile to each other. This means that cleave, AoE, debuffs etc can screw over your fellow raid members. Plague Barrels destroyed by Possessed players will apply Blight to un-Possessed players.

You’re getting into deep water. It’s time to admit your mistakes. Please get your facts straight before spewing all over the forums.

This is a common misconception, the undead are in fact not immune, they are actually the least resistant to it. The ONLY reason they were ever immune to the old god's whispers was that the lich king has complete dominion of the undead/Scourge, he overpowered thier will to Obey the Old Gods, while also stopping the curse of the worgen and curing the blood elves mana addiction.

LK was a beast basically and could over power the OLD GODS when it came to the Control over the Undead.

Also add in some mechanic that makes it so if you die fighting her she resurrects you as an undead minion that fights the raid (so combat res / reincarnation effects don't work).

You said "Azshara is also Wabringer. No sign of Azshara so far." on march 21st, 2019.

You said "Yes, I knew that Queen Azshara will be the thing. I did not know it will be in 8.2 or some other patch until it was recently shown that it will be in 8.2" on march 27, 2019.

And yet all the way back during blizzcon 2018, they told us flat out that the azshara fight would release in 8.2.

Someone needs to try better, but its not Kaver this time.

Dont know how it could be possible. Undeads are immune to old god manipulation and corruption
Yeah because they've never said one thing and did another.

but they seem to number in the millions. how many does it summon at once!? even aoe fodder can be deadly in large enough numbers.

Location: Lordaeron Keep (while it’s the same layout as we know it, the visual part is updated and it looks a bit bigger than in a regular world).

    Phase One:

Champions need to enter the keep and reach the throne room. The main encounter here is a plague throwing wagon next to the the throne room. They need to reach it before it plagues everything and kills them. On the way to the wagon they face several waves of Sylvanas’ deathguards. Once the wagon is destroyed, phase two starts, where champions enter the throne room.

    Phase Two:

In the throne room, they find Sylvanas chilling on the throne and taunting the champions. Just before she gets ready to fight, Greymane jumps in from the balcony with elite worgen squad and start fighting her himself.

Sylvanas and Greymane are jumping all over the place – from the floor up to the balcony, from the balcony to another one, back to the floor, etc. In this phase champions need to deal with both enraged worgens and deathguards while dodging all the skillshots that Greymane and Sylvanas throw. Once worgens and deathguards are dealt with, Phase Three starts.

    Phase Three:

Greymane gets Sylvanas and holds her by her throat. Nathanos comes in and shoots Greymane but he manages to break her neck. Now champions need to deal with Nathanos while he’s trying to kill Greymane, healers, in the meantime need to heal Greymane. Once Nathanos is down to x% and Greymane is up to x%, Nathanos screams Enough © and uses the horn to summon Valkyries.

    Phase Four:

Valkyries revive Sylvanas. Sylvanas gets pissed and uses her magic to push Greymane and Nathanos everyone else but champions and Valkyries out of the room. Now tank and spank with Sylvanas starts. The fun here is that when you get killed you get into the ghost world and you need to kill the Valkyrie that is trying to resurrect you, if she manages that, you’re an undead fighting for Sylvanas. Once Sylvanas is down to x% last phase starts.

    Phase Five:
Sylvanas is dying again and this time Greymane jumps out of nowhere and burns her body (vampire style) with some magic sword or whatever. However, it’s not over yet – Sylvanas gets into her banshee form and thus she’s immune to physical damage while the throne room is getting heavily plagued and the floor breaks and everyone falls down to the Undercity.

Now players need to catch Sylvanas banshee form and escape from the crumbling Undercity. Sylvanas might possess random champions and has to be dealt with. In the end players manage to catch Sylvanas into a lantern (sort of the same she got from Helya) and escape Undercity.
Latern with Sylvanas spirit is taken to someone to be safe there. Nathanos and Greymane survived.

    Questions:

Why Horde fights deathguards? Because, for some reasons, Horde decides to take Sylvanas down.
Why Alliance fights worgens? Because, Greymane is doing his vendetta and he’s enraged as his worgens and they do not see difference between Horde or Alliance.
    Isn’t Undercity plagued? Not anymore.
How did Greymane burn Sylvanas’ body? It’s magic. Probably explained in a content before.
What’s up with the lantern? Same.
Although it is a complex fight, we all know that the only loot she can drop is [Nathanos' Precious Panties]

You forgot a question. Why the fuck would horde players heal greymane (aside from horde becoming alliance-lite after sylvanas is no longer warchief and they are stuck with baine or saurfang)?

To be fair, that can actually be a mechanic, as it seen that the horde will be divided (at least for a while) on supporters and non-supporters, so she could summon NPC that are "Banshee's Queen Followers" or something like that

You know, after seeing the 1,000,000th post about this I sincerely DO hope she becomes a raid boss.

The encounter is to help defend her while she is fighting in the Shadowland and saving all of our asses from the dark forces in the Void. You technically get what you wanted all along still AND with a giant middle finger to your face!
"Why of course the people don't want war…. But, after all… it is always a simple matter to drag the people along, whether it is a democracy, or a fascist dictatorship, or a parliament, or a communist dictatorship. Voice or no voice, the people can always be brought to the bidding of the leaders. That is easy. All you have to do is tell them they are being attacked, and denounce the peacemakers for lack of patriotism and exposing the country to danger. It works the same in any country."

Sylvanas WILL be a raid boss. It's merely a question of when.

I laugh when people say "But Blizzard said she won't be Garrosh 2.0!"

She will be a tough, epic fight but still will die at the hands of the Alliance/Horde heroes.

Little realizing that both the forces of the Light as well as the Titans now view Azeroth as beyond redemption, and seek not to aid the beleaguerd world. But rather, to end it once and for all.
This actually seems feasible. Only i think that Sylvannas will somehow save azeroth by using the shadowlands. Maybe separate azeroth's corruption and dragging it there as a shadow battery lol.
