There would be whiners "seal is useless after first kill, I always get the item I already have".

Seeing as they only give you 2 seals a week with less than 20% or so chance this would be a rather blatant buff. 1 seal per month would be more inline. And even so, enjoy having it be some item on the droplist you didn't even need.
