It's the "Stand at the bar and tap your feet" dance. They just forgot to add the bar. Note how the right arm is being held up like it's lying on something.

Both of the Zandalari druid "special" dances are basically jokes on the forms not having one initially.

First of all moonkin dance wasnt that sophisticated either , i really expected this form to be left without form forever or for several years, instead they made it for the next patch.
