Wtf are you even talking about ? IV was never taken away, it has been basically unchanged since TBC.

On an unrelated note to the OP, Thermal Void might actually be good next tier with Vision of Perfection and shift us closer back to the feel of Legion. Don't think Lonely Winter will be a thing though since it doesn't help the HoA Essence procs scale like the %dmg aspect of Bone Chilling does.
