Probably because we dont need to go there in order to gear up. We have BoD and world quests. Only reason to go into Uldir now is for the meta achiv.
Thats probably one of the main issues with retail, invalidating "older" raids in the same xpac. We are all pushed into the same raid and WQs that drops good enough gear.
Now it will be interesting to see if classic can retain enough players to keep the raids like MC active. Sure the first few months there will be enough players for everything, but whats the situation after 10 months?

And besides, the crux of the matter is that patch 1.12 was all but a TBC pre-patch. Aside from our numerical advantages, bosses will melt because we, as players, have become OP. Even Patchwerk will kneel and fart up his loot before that rando Feral Druid in your raid ever has to worry about anything.
This kind of weird, twisted elitism is why we can't have an upgraded Vanilla experience in the first place.
