so with each major patch update they have scaled up ilvl rewards for world quests, caches etc...with the exception of the world bosses who still have amazing gear but at the 355 baseline with a stupid low chance to titanforge into something useful or competitive. During the first raid they should have kept the blood theme and had it effect the Zone weekly bosses, for instance this week "Hailstone Construct" coulda been "Blood-Plagued Hailstone Constuct" and just put some blood effects on him or w/e. Current tier coulda been Loa-Touched Hailstone Construct or Death-Touched, just to keep the flavor while bumping up the gear they drop.
