My guess is it is labeled under Retail to make everyone eligible for this test, and not just the Beta accounts.

Don't think that's right, think someone screwed up. It's the live version of the game and you need to have an active sub to access it. As of right now, says there are 2 servers actually up, but get the message "You need an active sub to play this."

I believe everyone will get to hit the log in screen but I imagine that only those with a active account will be able to create a character.

Seems so. When I try to log in a get an 'Active Game Time is required' message. I'm currently subbed in the EU but not in the US.

Well technically it is, since it's a stress test and you will lose access to it afterwards.
