They've never allowed you to boost to max level during the expansion.

Also since we can always count on the discount, generally don't buy any mount unless you want it right then and there. Everything is guaranteed to go 50% off eventually in December, unless a mount just released. Or more than 50% with that silly "See You Later" Bundle strategy.
