S3 has there been any word of a loot cap week 1?

Has there been any word of a 6 key loot cap like session 2 on the on the week of the 9th? or can we start getting better gear from 7-10 keys right away this time?

Pretty sure there has never been a new mythic plus season with full rewards in week 1.

It will function the exact same, so the first week (heroic week opening of AP) will be reduced rewards until Mythic week. You'll want to do 1 big key heroic week though for the mythic opening week chest which will have a 440ilvl piece.

Plus you want to work on the essences that come from Mythic plus.

Which is literally just doing a 7 and waiting on time gating on collecting the 3rd rank parts from your weekly check each week. Basically happens for free.
