A level squish would be utterly meaningless and all it would bring with itself would be a ton of broken quests, requirements and bugs overall. So not only would it take time to implement it across so many expansions, it would also take a lot of time to fix all ensuing bugs and there'll surely be a myriad of them. All this time and resources could be put to good use elsewhere.
Seeing less levels and seemingly "getting more each time you level up" is meaningless when the time invested remains the same as it is now. All it does is play a trick with your mind about how you've achieved much having leveled up for one level, while you've actually achieved the same as you did before the squish when you would level up for ten levels within the same timeframe.

It's the same hill you're climbing. Sure, it does boil down to perception, but the effort they have to put into making it happen and then fixing the myriad of bugs that'll ensue is not worth the "percieved" gains, which are in reality nonexistent when compared to the live version.
It'll be easier for them to implement one or two additional, pointless talent rows to make you feel good, rather than doing all of that.
They don't really care. They got HUGE FLACK for the tons of bugs the ilvl squish and level scaling brought in 7.3.5 and they talked immediately after about doing a level squish as well. They already said they are aware of the criticism and bugs that come out of implementing stuff with the WoW spaghetti code and it basically boiled down to "its worth it".
That's why most people expect a squish paired with an Old World Revamp or a far more broadly-reaching leveling revamp or "WoW2 revamp."
Sure a squish would break everything, but if you're already rebuilding everything, nothing lost.

What they should fix is how slow and boring and repetitive leveling is. Only thing different is your race intro. At least we had diversity in Legion.

You actually have to wonder if they would do away with race intros entirely in a world revamp. I can see Gilneas and Goblins getting theirs removed for sure, and it's been hinted at that more DKs are coming (which implies they either are going to get rid of the introduciton for them or change it heavily).
