Aaaand you know that alliance have around 0 quests in hillsbrad foothills before level 35+ Because nearly all quests there are either short before or in alterac. Hillsbrad is a horde-zone as much as Duskwood is an alliance-zone. There is around 0 reason to go there before 35, ok, there might be some small quests, but in general it's far too far into the horde-terretory, you need to go through a level 30+ zone to get there to get some lower-level quest and that's all folks. It's far easier to quest Both in Arathi and even in Desolace than north in Southshore. Also why should it matter: Honor does not exist yet, and there is 0 indication for any kind of Southshore vs Tarrens Mill-BG.

Also: the destruction of Southshore in Cata made this kind of unattractive, since it's because of blizzard horde-devotion in cataclysm that even any kind of ssvtm-fight was annihilated.

OK, first of all, my bad, this was just an example.
I just kept listening to the whining on discord about how imbalanced the population is everywhere,
and this was my first encounter, so i thought.. damn they were right.

Apparently, it is the same in ashenvale, alterac, badlands, stv, and more.
It's just imbalanced. At least on Mograine, Golemag, Gehenas, where i have friends.

But what are you talking about for Hillsbrad?
I got 6 (4+2) quests at level 28. Which were availiable from 26.
I just got another 4 at 30, two of which are for Alterac, ok.
Sorry, but the zone is pretty evenly split.
