I have a question.How can Anet do Maintenance only on the TP without turning off the whole game?Is the TP some how outside the game?

The TP is kind of its own thing that launches when you launch the game. You're basically looking at a very sophisticated website when you pull it up in the game.

Yeah, it's hosted on a separate servers. The in-game TP is just an embedded browser that sends API requests. That's also why it's slow as shit
