We have an agreement with the Ukraine for investigations just like most of our allies and since it's an American citizens involved there would have been no problem. Aside from that Trump could have simply informed congress of his concerns and announce a change in policy and asked congress to rescind or put a hold on the aid as the law dictates.

Again, the second anyone involved can point to a target other than a Biden or Clinton, I will entertain the idea this was about corruption. Until then, it's not even a little believable that the only people that Trump wanted investigated just happened to be people he ran against.
