Caravan Leaders instead of Warchief?

With the announcement yesterday that the long-awaited Vulpera would join the Horde, and much conflict among the player base regarding the rumored Council of Horde leaders that will replace the ruling body of Warchief as new commanders of Horde's war forces, I propose an even greater change in Horde leadership. No Council and no Warchief, the Horde should be led by Caravan Leaders Kiro and Meerah. They're humble leaders and their race can bring so much needed humility to the more aggressive warmongers of the Horde (looking at you Orcs and Forsaken.)

Vulpera represent a new future for the Horde. A brighter future, where Goblins, Orcs and Undead generally stay away from Azerite due to its volatility, but if they really want a neat little power rock, Kiro and Meerah won't mind them pocketing an Azerite nugget here and there.

I like your openminded idea and technically it could work, but its not very politically handy.
The Vulpera have to earn their ranks first.

Members like Orcs, Trolls, Belfs and Tauren, but also the new Zandalar and Suramar civilizations have a much stronger position to lead.
