Only epic Azerite pieces salvage to Residuum. Rares won't give any, regardless of iLvl.

What you can do is buy a Benthic Azerite Piece, upgrade it to level 400 and now you can get 200 Titanic Residue or keep it at ilvl 385 for 5 Residue.
