No, as the anniversary will come long before 8.3 goes live.

These look really like "What If" scenario's.

What if...
1. The Lich King was not stopped?
2. Y'Shaarj was not stopped?
3. Yogg-Saron was not stopped?
4. Stormwind fel into corruption?
5. Orgrimmar fel into corruption?
6. Kil'Jaeden was not stopped?

In this case, it feels a bit like the "End Time" dungeons with Deathwing. What if...

Stormwind/Orgrimmar is likely portal to horrific visions. Rest maybe for portal room, althought I don't get why we would get ICC/Tomb portal.
