We already get it in 8.3. It is only sometimes assaulted by N'zoth.

I think he mans the Vale without assaults happening.

And the reply clearly states that we get the Vale back as it was and it is going to be assaulted only now and then.

I don’t know if we will get old quests there though and if the vale would be as it was at level 90.

From what I understood from the Ion stream, we will get it just as it was. With the quests and stuff. Either way, we get to enjoy both the original Vale and the Void one on a cycle, which imo is the best of both worlds.
