Hailstorm not working?

I just picked hailstorm to synergize with Natural Harmony, but it's not proccing the frost damage. I've searched online and this is suppose to work. What's wrong? I've tried relogging, didn't work.

Umm you sure you are actually using Frostbrand? It's not a passive damage. It works fine, I'm using it and it procs Natural Harmony.

Hailstorm is annoying, but more efficient.

It works fine as long as you are actually casting frostbrand. The main benefit of hailstorm is that you can switch targets and continue dealing damage from it, whereas the more consistent searing assault can only be applied once per cooldown of flametongue. That, plus the additional chip damage you deal with hailstorm can and does proc all the azerite lotto abilities now present. You're basically a casino.
