I have a feeling that Gouged Eye of N'Zoth is to turn a corrupted item that you don't want corrupted into a socket so you can still get some power from it. It'll be the best choice for a while, at least until we get enough corrupted resistance to offset that many corrupted items.

The Gouged Eye of N'Zoth. Wrathions uses it to transform corruption into sockets. It's a call back to the ability to what he did in MoP (put a socket into a sha-corrupted weapon at the end of his quest-chain)

It'll probably just require the toy version. I doubt they'd require the permanent one for an achievement rather than a FoS, though it might still count.
