[Weak Auras] 1 Icon 2 abilities + resource value

Hi I wanna make this as simple as possible.

So I want a texture or icon to show up when all of the following are present. Fel Eruption is off cooldown, Mana Rift is off cooldown, and also to only show up when I have 60+ Fury.

All in all I want one texture/icon to show up when all of those things are usable.
