So after some research I uncovered statistics that obviously show that every expansion is a filler expansion, and here I will show my research to prove this:

Burning Crusade

Your data suggests that some expacs are in fact not filler expacs.

500 threads divides by 12M looks to be 1 thread per 24000 for WotLK.

2000 threads for 10M players (highest possible subscribers) is 1 thread per 5000 for BfA.

Data clearly show WotLK is not a filler expansion but BFA is.

Your data suggests that some expacs are in fact not filler expacs.

If anything it shows that Legion was not one, because its the only time the number went down by a rather significant margin, before it only went up or stayed broadly similar (from BC to Wrath, only up from there).

For the earlier expansions one may also assume that many people may not have even thought of that concept yet (how can the first expansion be a filler if you don't even know how the game is going to continue), and stuff like that.

how many mmo games out there had exps in first place
I can understand ur data if it started from wrath+ (even if i don't remember a single person claim that wrath is filler), but from TBC, the first ever exp, how can u even compare it to other exp to consider it filler
A 'filler' exp is either called by blizz like that (as they said in MoP, which is ironic because MoP had lot of stuff to do in-game, but i think they meant in lore or something, back when they still gave a little f8ck about it), or what most players agree due to lack of content, like WoD
But TBC is 'filler' in compare to what? Vanilla? u can't compare an exp to original game, original game will always win, even now no exp ever gave more content than entire of vanilla content because that is the core that game starts upon
