Useful? Dark Iron Dwarves and Vulpera for convenient teleports

DPS? No idea, you have to sim them I guess. Really minor benefits overall.

Fun? I've always loved Shadowmeld. You can do neat stuff with it

Fluff? Bouncy (Pandas). It's just funny I guess

Useless? Well, of the active abilities, without considering the passive ones (+1% on x stat). Goblin rocket barrage?

I suspect lightforged dreanei have a pretty high DPS gain, especially in aoe situations. Void elves have that +% damage too.

Bloodelves (although nerfed considerably) is still good for the +rage/fury/energy/mana etc. etc.

I don't know them all. Worgen is pretty useful having the speed increase on a fairly small CD.

I find it really hard to ignore that one when making characters, reputation is kinda a big deal in WoW and a 10% bonus is pretty amazing.

What about most difficult to use well racial?

The Draenei racial, Gift of the Naaru (HoT healing 20% of caster's Health over 5s, castable on others), is a pretty good emergency heal.

EMFH and Diplomacy for Humans are pretty useful.

Shadowmeld for NEs is useful in m+ and wipes or emergency getaway.

Mechagnomes have passive main stat stacking in combat and emergency heal a la Cauterize when you drop to 20% hp, along with an active Mirror Image-ish ability that aggros your enemies. Haven't seen if it deals damage though.

Trolls have Berserking, really strong racial.

For sims you can check Bloodmallet per spec and st/aoe scenarios. Mechagnomes and Vulpera aren't added yet though afaik.

What about most difficult to use well racial?

None are hard but maybe Spatial Rift requires some planning in raid encounters or so in case you don't have mobility or relevant mobility spells like Blink are on cd.

Best racials for any class depends on the role. For tank: tauren, dwarf, Kul'Tiran and mechagnomes should have the best survivability traits. For dps: Orc, troll, human and lightforged draenei. I can't say for healers.

Most fun racial is probably the mole machine from Dark Iron dwarf, though I don't really find racials to be that fun. The best races overall with the most utility is probably humans, blood elf, troll and orc if we go by the sims.
